This is always an option that you have to consider. Google Local has been going through some extreme changes to the algorithm and listings. What normally happens with an unclaimed listing is that the competition is not very strong and Google views it as the most applicable to the search.
One thing that I have noticed is that every local listing market is unique. Some markets there will be an emphasis on citations, another will be location, and another keywords. A good rule of thumb is to study your competition and see what they are doing to get ranked.

Sorry, but I have to differ with you on some of your advice. You will quite often see an unclaimed listing in spot #1 in both Google Places and the Local Pack. Google uses many signals as to the authenticity of the information they have about a business, not just whether it has been claimed or not.
Personally, I would also recommend against intentionally violating the guidelines for Google Places Local Listings. It's not a sustainable tactic.
